Transport ministry proposes mandatory automobile engineering qualification for RTOs & motor vehicle inspectors | India News

NEW DELHI: Soon the state and UT governments will need to recruit only technically qualified people with automobile or mechanical engineering qualification for holding key posts in the motor vehicle departments (MVDs) and Regional Transport Offices (RTOs). The move is aimed at deploying the manpower in crucial posts which require technical knowledge.

The road transport ministry has proposed mandating minimum technical qualifications for direct recruitment of middle management of MVDs, (RTOs), assistant RTOS and the District Transport Officers (DTO), in addition to the lower management positions.
While examining the staffing norms in MVDs, the Supreme Court Committee on Road Safety had recommended that “it is important that officers at the middle management level like ARTOs and RTOs should hove technical qualifications”. There have been several instances of the state government deploying non-technical staff in these departments despite the fact that people dealing with such issues must have technical skills.

As per the draft circulated to states and UTs, the proposed minimum technical qualification for officers of the rank of assistant inspector or inspector of motor vehicles must have a three-year diploma in automobile engineering or a three-year diploma in mechanical engineering and hold a valid driving licence to drive a motorcycle with gear, light and transport (medium and heavy) motor vehicle.
Similarly, for the officers of the rank of RTOs or assistant RTO or DTO, must have a degree in automobile or mechanical engineering and hold a driving licence to drive a motorcycle with gear, light and transport (medium and heavy) motor vehicle.
