The Railway Board has relaxed educational requirements, now allowing Class 10, ITI, or NAC holders to apply for Level-1 posts.
The Railway Board has eased the educational qualification requirements for Level-1 (formerly Group D) recruitment. Under the new rules, candidates who have passed Class 10, hold an ITI diploma or an equivalent qualification or possess a National Apprenticeship Certificate (NAC) issued by the National Council for Vocational Training (NCVT) are now eligible to apply for Level-1 posts.
Previously, applicants for technical department roles needed to have passed the Class 10 exam and also possess an NAC or ITI diploma.
In a letter sent to all railway zones on January 2, the Railway Board stated that the decision was made after a review and will override previous instructions.
“It has been decided by the Board that the minimum educational qualification for all future open market recruitments in Level-1 posts (including the upcoming CEN for Level-1 recruitment) will be 10th pass or ITI or equivalent or National Apprenticeship Certificate (NAC) granted by NCVT,” said Railway in the notice.
The Level-1 posts in the Indian Railways include those of assistants for various departments, pointsmen and track maintainers.
A short notification for RRB Group D Level 1 recruitment (CEN 08/2024) was published in the Employment News on December 23, 2024. According to the short notice, 32,000 posts will be filled.

Applications are expected to begin on January 23 and the application window will remain open until February 22, 2025. Candidates will be selected through four stages: CBT 1 exam, CBT 2 exam, physical test, document verification, and medical test.
Selected candidates will be placed in the pay scale starting at Rs 1800, and the required age limit is between 18-33 years.
The application fee for RRB Group D recruitment is Rs 500 for General/OBC candidates, while it is Rs 250 for SC/ST/Transgender/Economically Backward candidates.
After appearing for Stage-1 Exam, General and OBC category candidates will get a refund of Rs 400, and candidates from other categories will receive a full refund of their application fee.
