Union Minister of State for Education, Jayant Chaudhary, announced in the Lok Sabha that there is no provision to regularise contract teachers in these schools. He shared this in response to a written question by the Congress MP of Allahabad, Ujjwal Raman Singh. The Minister explained that contract teachers are hired only temporarily. Their appointments fill gaps caused by teacher transfers, retirements, or leaves. This ensures that students’ education is not disrupted. “There is no provision in KVs (Kendriya Vidyalayas) and JNVs (Jawahar Navodaya Vidyalayas) to regularise the contract teachers as their appointment is a purely temporary measure to protect the academic interests of the students,” Jayant Chaudhary said.
Situation in Uttar Pradesh
In Uttar Pradesh, there are 974 regular posts vacant in Kendriya Vidyalayas. This includes 19 posts for Post Graduate Teachers (PGT), 516 for Trained Graduate Teachers (TGT) and 439 for Primary Teachers (PRT). Contract teachers are hired to temporarily manage these vacancies, but there are no plans to make these appointments permanent.
Status in Jawahar Navodaya Vidyalayas
In Jawahar Navodaya Vidyalayas, 53 PGT and 173 TGT posts are sanctioned for teaching classes 6 to 12. A total of 226 regular posts exist. Hiring contract teachers ensures that the teaching process remains smooth and uninterrupted for students.
Government’s Position
Jayant Chaudhary clarified that hiring contract teachers is a short-term solution. The government has no legal framework to make these positions permanent. The focus of this system is to maintain the quality of education and meet students’ needs.
The Minister emphasised that the appointment of contract teachers is not a pathway to permanent jobs. It is only a temporary arrangement to address staff shortages.
