The above two new key provisions are important for the domestic textile industry, it noted.
The fiscal 2025 National Defence Authorisation Act authorises the secretary of defence to establish pre-positioned stocks of defence textiles for contingency and raises public transparency for domestic non-availability determinations on an annual basis, NCTO recently said, praising the House of Representatives for passing the act.
It urged the Senate to pass this critical legislation this year.
The secretary of defence is required to develop a plan to mitigate delays in meeting the demand for a ramp up in defence textile articles, while the under-secretary of defence for acquisition and sustainment is required to develop and maintain a list of DNADs and share it with Congress and industry.
The legislation helps preserve the Berry Amendment supply chain and authorises the department of defence to take steps to build up the defence textile stockpile and directs the department to be more transparent and disclose all waivers submitted for the procurement of defence textiles not made in the United States.
“We….urge the Senate to pass this critical legislation this year,” said NCTO president and chief executive officer Kim Glas in a statement.
