Chlorum Solutions develops small-scale chlor-alkali plant in Arizona

Chlorum Solutions USA LLC, formally announces the development of its first small-scale U.S. chlor-alkali plant in Casa Grande, Arizona. The plant will enhance local supply chain resilience in the U.S. chemical industry with its innovative decentralized model tailored for this purpose.

“Safety and efficiency are top priorities,” said Daniel Croce, CEO of Chlorum Solutions USA. “Our small-scale, local model reduces risks and costs associated with transporting liquefied chlorine gas across the country, aligning with increased customer preferences for localized production.”

Chlorum Solutions is pioneering a small-scale chlor-alkali plant in Arizona to address challenges associated with centralised production and long-haul transportation.
The plant will cater to local demand for chlorine and caustic soda.
By minimising transport risks and lowering carbon emissions, Chlorum aims to create a sustainable and decentralised production model.

The Arizona facility will be a model of environmentally friendly, safe practices. With an investment of over $70 million, this plant aims to set a new standard in proximity-based chemical production, reducing transport risks and reliance on long-haul shipping. By serving markets outside major petrochemical hubs like Texas and Louisiana, Chlorum Solutions USA addresses a critical need for localized chlor-alkali production, which mitigates logistics and transportation costs by eliminating the need to transport chlorine, an inhalation hazard chemical, over long distances. The facility will use state-of-the-art membrane technology, a more efficient and environmentally friendly alternative to older chlor-alkali technologies such as mercury and diaphragm.

Decentralizing chlor-alkali production adds critical redundancy and robustness in the chemical supply chain. Currently, ~80% of U.S. chlor-alkali production is concentrated in the Gulf Coast among a few large facilities. If one of these plants goes offline, it can have significant impacts down the supply chain, which includes critical supply for water treatment.

To aide in operational safety, the plant will produce sodium hypochlorite (commercially known as bleach), hydrochloric acid and caustic soda directly from salt to supply customers within the state of Arizona, and will not compress, liquefy, or store chlorine gas. The plant aims to replace imports of liquefied chlorine gas from out of state, which in Arizona is primarily used for producing sodium hypochlorite.

Chlorum Solutions USA’s Casa Grande facility represents a significant investment in the region, creating long-term value for the community. The project will generate permanent roles, including positions for engineers, operators, and administrative staff, contributing to the local economy.

“We are delighted to welcome Chlorum Solutions USA to our growing city for their first U.S. plant,” said Lisa Navarro Fitzgibbons, mayor of Casa Grande. “With its strategic location between Phoenix and Tucson, Casa Grande stands at the center of the Arizona Innovation and Technology Corridor—a premier destination for business, manufacturing, and logistics. Chlorum Solutions USA will thrive here, thanks to the incredible talent and resources our region has to offer.”

During construction, the project will support numerous jobs, providing opportunities for local contractors and suppliers. Beyond direct employment, the plant will spur regional growth by attracting industries that rely on chlor-alkali products as feedstock.

Chlorum Solutions USA is committed to community engagement and plans to collaborate with local workforce training initiatives to help equip residents with the skills needed for these opportunities.

“Chlorum Solutions USA’s new facility showcases Arizona’s attractiveness for international companies and high-growth industries,” said Sandra Watson, president and CEO of the Arizona Commerce Authority. “With a commitment to sustainability and operational excellence, Chlorum Solutions is an important addition to Arizona’s supply chain and highlights the rapid economic growth taking place in Casa Grande and the entire state.”

“Chlorum Solutions USA’s unique capabilities related to chemical production will help ease the burdens on the supply chain and support manufacturers in Greater Phoenix with more local options to partner with,” said Greater Phoenix Economic Council president & CEO Chris Camacho. “Casa Grande’s notable ascension as a home for manufacturing continues to bolster the regional ecosystem, and the city will be looked to as an important component of national chlor-alkali production.”

Chlorum Solutions USA will bring its Arizona-based products to market in collaboration with Univar Solutions, a global chemical distributor, aimed at providing reliable access to essential chemicals.
